About the project
You(TH) Participate: Innovating Civic Engagement in Bulgaria Through Deliberative Democracy is a pioneering initiative implemented by the Center for Information, Democracy, and Citizenship (CIDC) at the American University in Bulgaria (AUBG), in partnership with the U.S. Ambassador’s Youth Council in Bulgaria.
The project aims to empower university students from across Bulgaria by enhancing their understanding of civil rights, democratic engagement, and participatory decision-making. Its core mission is to cultivate a community of informed and proactive youth leaders, familiar with the principles and practices of deliberative democracy. Through participation in the Youth Citizens’ Assembly, students will gain real-world experience in collaborative problem-solving and policymaking — contributing to a stronger, more inclusive democratic society.
Program goals and objectives

We provide students with practical knowledge of deliberative democracy—its principles, processes, and potential to foster inclusive decision-making. Through guided workshops and hands-on work on the Citizens' Assembly, participants explore how dialogue-based approaches can bridge divides and lead to more legitimate, consensus-driven outcomes.

By organizing Bulgaria’s first-ever Youth Citizens’ Assembly, we offer students a hands-on opportunity to tackle real societal challenges through structured, collaborative debate. This process not only sharpens their complex problem-solving and negotiation skills but also demonstrates how civic participation can directly shape public policy.

We foster interest in policymaking by immersing students in the processes that shape real-world decisions—from drafting proposals to debating trade-offs. This experiential approach transforms abstract political concepts into tangible skills and encourages long-term engagement with democratic institutions.
What is a Citizens' Assembly?

Participants receive clear, accessible briefings from a range of experts to understand the facts, context, and trade-offs around a complex issue. This creates a shared knowledge base as a starting point for meaningful discussion.

In facilitated groups, participants exchange views, ask questions, and listen to one another in a space designed for open, respectful dialogue—not polarization or confrontation.

After exploring different perspectives, the group works together to identify common ground and co-create recommendations that reflect their collective priorities and concerns.

Citizens’ assemblies value lived experience over technical jargon. What matters is thoughtful engagement, not prior expertise—because policy works best when it reflects the realities of the people it affects.

How the Program Works?

Apply to become a participant in Bulgaria’s first Youth Citizens’ Assembly!

Participate in three online deliberation sessions, where you will explore a real societal issue with fellow students from across the country.

Gather in Sofia to finalize your recommendations, work closely in groups, and present your conclusions to decision-makers. Date of the Youth Citizens' Assembly: 15 July 2025
Who can apply?
We welcome applications from students of diverse regions, backgrounds, and experiences:
- Young people between 18-25 years of age
- All disciplines welcome — civic engagement is for everyone
- No prior political experience required — just curiosity, openness, and commitment
