Open Access Agreement

Bulgarian scientists will be able to publish a certain number of open-access articles for free in the main scientific journals of the prestigious publishing house Elsevier. And currently, most journals there do not require payment for publication but access to the articles is closed for a certain period of time.

The Ministry of Education and Science (MES) and Elsevier have signed a new three-year agreement for the period 2022-2025, which provides the possibility for publishing a total of 100 open-access articles for the first subscription year – from March 1,  2022, to February 28, 2023.The number of articles is 180 for the second year- from March 1, 2023, to February 29, 2024, and 260 for the third year- from March 1, 2024, to February 28, 2025. For open access publications above the specified maximum number of articles for a subscription year, Bulgarian authors will enjoy preferential prices. You can get detailed information here.

The cooperation of MES with Elsevier dates back to 2008. Compared to the agreement for the period 2019-2022, when there were only 15 Bulgarian user organizations, by 2025 Elsevier will be available to 64 organizations. Over the past three years, Bulgarian scientists have used the services of the publishing house more than 1,200,000 times. In addition to the agreement with Elsevier, the state supports the work of Bulgarian scientists in international publications and through a special national program – “Stimulation of publication activity in authoritative international scientific journals and open access to scientific information”. It was adopted by the government in October 2021. The program is implemented in three stages over 42 months and has a total of BGN 12 million for spending.

Apart from this, opportunities to pay for open access publications on all projects funded by the National Science Programs, the National Roadmap for Research Infrastructure, the Centers of Excellence, the Competence Centers, the Research Fund and Horizon Europe (EU Framework Program for Research and Innovation), are planned.

The agreement provides access to Bulgarian universities and scientific organizations to the databases Scopus, ScienceDirect, SciVal (for the needs of MES), as well as a subscription to e-books for the entire period.
