One of the concerns about the European Union, from the States and increasingly in Europe itself, is the issue of the so-called Democratic Deficit, that is, the gap between the EU governmental structure and the citizenry the government represents and governs. Spanish philosopher Jose Ortega y Gasset anticipated this phenomenon in his best known book Revolt of the Masses, and to the extent that Europeans recognize any philosophical antecedents to the EU, he is sometimes cited as a means of justifying the EU project.
