Procurement Director

Temporary Position /Maternity leave replacement/

The American University in Bulgaria is looking for a skilled and dedicated professional to cover a maternity leave position within the organization for the role of the Procurement Director. The position is a strategic function and oversees the Procurement Department. The ideal candidate for this role should possess excellent organizational skills, a sharp eye for detail, and a willingness to work harmoniously with colleagues. The successful applicant should also demonstrate proficiency in prioritizing tasks, performing well under pressure, and maintaining a professional demeanor at all times. The Procurement Director’s role includes the following duties and responsibilities:

Procurement process

  • Manages the procurement process efficiently and effectively, ensuring complete and up to date documentation including Procurement Plan and Tender Register.
  • Reviews and updates the procedures for bidding process, as well as all procurement policies in order to create clear and concise rules.
  • Familiarizes the AUBG Community with all newly revised policies and procedures related to Procurement.
  • Develops and maintains good relationships and trust.
  • Creates and maintains a strong control environment and corporate governance process, ensuring integrity in decision-making and maintaining highest ethical standards at all times.
  • Creates and maintains a database of preferred suppliers in order to achieve better prices and quality of services provided.
  • Develops and maintains strategic vendor relationships.
  • Covers with the assigned university credit card expenses specified in the Procurement Policy. Prepares monthly accounting report of the credit card expenditures.
  • Responsible for vendor evaluation process. Provides a constant feedback to our vendors on their services. Increases the user’s satisfaction rate, prevents major discrepancies and provides time and space to the contractors to improve their performance. Maintains up to date Vendor evaluation register.
  • Makes regular customer satisfaction surveys on the services provided by all vendors.
  • Makes effective sourcing decisions in compliance with Procurement Policies and Procedures.
  • Negotiates and controls supply contracts according to AUBG Contracting and Expenses Approval Policy, best practices and as per the university interest.
  • Oversees the functioning of the Procurement System.
  • Prepares, manages and monitors the budget of the office.

Managerial

  • Participates and oversees the hiring of professional personnel in the areas reporting to his/her office.
  • Provides regular supervision and continuous feedback to employees under his/her supervision.
  • Responsibly forecasts needs of his/her unit and effectively allocates resources provided to that unit.
  • Makes decisions in a timely manner, exercises good judgment.
  • Shares responsibility with team members; provides clear guidance and support to ensure success.

REQUIREMENTS AND DESIRED QUALIFICATIONS

EDUCATION REQUIRED/PREFERRED: Higher technical or business education is required.

PROFESSIONAL QUALIFICATION REQUIRED/PREFERRED: Qualification in the area of procurement and supply management is preferred.

EXPERIENCE NECESSARY: At least three years of experience in AUBG.
